When Harry tells him that granting asylum doesn't fall within his jurisdiction, Mac gives Yakov a phone number to a friend of his who works at the U.S. Immigration Service.
All the time, in the cafeteria, a KGB agent, who is trying to prevent Ivan from defecting, is nearby, standing near the checkout counter; Ivan, Yakov, Harry and the others try to throw him off the trail of Ivan by laughing loud as if they're sharing a joke together as the agent also starts to laugh for no known reason!
