Leo, who's a quite humble man, and who claims that he is life is "quite full" and that he's "already happy", asks and enlists Judge Stone to try to find someone who needs the $3,000,000 he's just won in the New York Lottery, as he has the winning ticket in his possesion.
When word begins to leak out to the public about Harry's task to award a needy prospective recipient of the winning ticket, his courtroom becomes inundated with all types liars and huckster types, all vying to cash in on Leo's "benevolence", as Harry decides that the humble Leo is the most worhty to receive the money, as Leo then decides, of all things, to give it all to a playwright named Arnie Prince (Bobby Ramsen) as financial backing for a Broadway musical titled, of all titles, "Mussolini: A Man and his Music"!
